SBO is pleased to offer interested consortia a series of webinars in 2026 focusing on safety and MTO regulatory requirements. The idea is to deliver insightful training to help enhance overall operational efficiency in the student transportation sector. Our SBO safety team – Alex Bugeya and Robert Monster will be the hosts for each 1.5-hour webinar, which will give attendees ample time for questions. The webinar schedule is below:
Tuesday, Jan 27th, 10 am – 11:30 am:
CVOR 101 – Exploring the CVOR system.
- What vehicles are included and monitored by CVOR
- Reviewing CVOR convictions, collisions, and inspections, along with their impact on a CVOR record
- Understanding Overall Violation Rate, Safety Rating, and Threshold Values
- Updates to MTO CVOR interventions

MTO and HTA Record Keeping Requirements – Exploring what records must be retained for audit purposes.
- Reviewing minimum driver files requirements, such as abstracts, collision and conviction records
- Hours-of-Service record keeping and supporting documents
- Vehicle records, including Daily Vehicle Inspection Reports, Preventive Maintenance, and annual inspections

Hours-of-Service for School Bus Operations – Exploring the hours-of-service rules through a school bus lens.
- Duty statuses for hours-of-service purposes
- Record completion requirements for local and non-local (outside 160 km) operations
- The hours-of-service limits and their impacts on school busing

HTA Maintenance Requirements for School Buses and School Purpose Vehicles – Exploring how the various maintenance standards apply.
- Daily vehicle inspections – major and minor defects
- On-road minimum mechanical performance standards
- Annual inspections and NSC 11B
- The CVSA out-of-service criteria
- CSA D250 compliance
